Jessica Richter, a student at Cowley College, was awarded a P.E.O. Program for Continuing Education Grant from the P.E.O. Sisterhood.

Richter is pursuing an associate of applied science degree in cosmetology. P.E.O. Chapter GH of Arkansas City is her sponsor. Chapter GH has been a part of the Arkansas City community since it was organized in 1955.
