Initial charges have been filed against four people in connection with the death of Matthew Kelly earlier this week, according to Cowley County Jail records. 

The charges are expected to be formalized by the Cowley County Attorney’s Office next week.

Justin T. Pierce has been charged with conspiracy, first degree murder, aggravated battery, obstructing the legal process and criminal use of a weapon, all felonies. Dylan R. Weaver has been charged with felony counts of conspiracy, first degree murder, aggravated battery, obstructing the legal process and criminal use of a weapon.

Amber L. Orr has charged with obstructing the legal process, a felony. Lisa M. Wise has charged with two felony counts of conspiracy and aggravated battery. Charges for all four defendants are out of Arkansas City District Court.

Cowley County sheriff’s deputies were dispatched to the 3000 block of 302nd Road, southwest of Arkansas City, early Tuesday morning for a report of a possible shooting. During their investigation, deputies located Pierce and Orr in a truck in the 10000 block of 11th Road, in the western part of the county and south of Udall. 

After obtaining a search warrant, deputies found Kelly’s body in the truck bed, covered with tarps. A pickup truck belonging to Weaver was also found in Winfield and seized as evidence.

Pierce, Weaver, Orr and Wise remained in custody at the Cowley County Jail as of Friday afternoon.

The investigation is ongoing. Cowley County Sheriff David Falletti directed media inquiries made Friday to the Cowley County Attorney’s Office.

County Attorney Larry Schwartz said his office has been briefed by law enforcement about the case and expects to receive additional reports and formalize the charges next week.

I don’t know why there charging them it will be plea bargained anyway! That’s the only thing our Cowley County Attorney does! All they will get will be a slap on the wrist
